Why are actions disabled in New Action Set configuration?

Why are Create/Edit/Mass Update/Copy disabled in New Action Set configuration?? Could you advise what reason can be considered?

Hi Murakami-san

There are some restrictions on certain actions:

Copy action is only available for entities with an ID Generation set to UUID or Sequence

The authoring actions require that you select a stepper that is valid for the action.

Edit and Mass-Update: the root collection step must have one child step 'Enabled on Parent Edit' 

Create: the root collection step must have one child step 'Enabled on Parent Create'

It's happen when create Action Set directly.  Once created by "Create Application Components", Create/Edit/Mass Update/Copy can be created automatically.
