The Model Edition 'LOCKED' status is a temporary state when copying from the Closed edition to the next Open one.
The copy is transactional, so it’s possible the transaction was terminated before the entire copy was completed.
The solution is to
delete the last empty one from MTA_MODEL_EDITION
update the previous one set STATUS='OPEN' and LOCK_UUID to null
