This issue can occur if the temporary files are corrupted during this auto-scaling operation.
You should
- stop tomcat
- remove the temporary folders /webapps/semarchy and /work/Catalina/localhost/semarchy,
- then start tomcat
- Test the application again. If the issue continues
- You will need to undeploy and redeploy your application
